10:15 - 11:00  New & High Priority Agenda Items
Work hours for UORC administrators and classified staff
No campus uses time clocks.  There should be a 15 minute break every four hours of work and a lunch break.  The work day is 8:00 a.m.-5:00 p.m.  Switchboard coverage varies by campus.

Faculty Conference at OUE
The Faculty Conference went well.  Thank you to OUE faculty and staff for a great conference.  The Conference Planning Committee needs to revisit if the conference should be every-other-year.

Faculty Searches
·        OUC – The campus has placed one advertisement in The Chronicle of Higher Education for seven positions.
·        OUZ – The campus is ready to place the advertisement this week for four faculty positions.
·        OUL – Search committees have been established.  Four Group I faculty position will be advertised in the Chronicle, and two Group II faculty positions will be advertised locally.
·        OUS – The advertisement has been sent to the Chronicle for five Group I faculty positions.  Search committees have been established.
·        OUE – One Group I faculty position has been advertised in the Chronicle.  Search committee has been established.

All regional campuses are using PeopleSoft for the searches.

Communication with campuses
OUZ distributes the meeting notes from the Deans meeting to the administrators and the faculty.  OUC distributes the notes to the campus as a part of the Communicator newsletter.  OUL, OUS, and OUE distribute the notes to all employees via e-mail attachment.

Early Winter Session/Intersession
There is concern there is too much work to be covered in a 1-2 week timeframe.  Early Winter Session is either overload for a regular faculty member or an adjunct must be hired.  The Associate Deans need to do an analysis of the effectiveness.

Charlie indicated the campuses are to stop doing early winter session courses.  The issue should be discussed by the Associate Deans with Bill Willan.

11:00 - 12:00  Reports/Discussions with UORC Leadership (Bill Willan, Steve Flaherty)

Community College Transfers and College Graduates
Discussion was generated from an article shared with the deans.  When students of equal ability and goals of receiving a four-year college, the following results were obtained:

·        Students that only go to baccalaureate degree institutions, 58% complete their degree requirements.
·        Students who attend a community college and then transfer to baccalaureate degree granting institutions, only 14% complete their degree requirements.

RBCA
Jim Fonseca is the chair of the program committee.  There should be interactive sessions during the 2007 conference.  Participants should signup for various breakout sessions.  Participants should also be given the opportunity to list their own topics for discussions from which others can choose.  The common themes for the conference should deal “Budgets and Fundraising”:

·        Budgets
·        Techniques of budget reallocations
·        Creative budgeting
·        Fundraising
·        Executive approach to fundraising
·        Innovative techniques for fundraising

Art Kirk is a possible speaker to make a presentation connecting budget to strategic planning.  Budget allocation should focus on: 1. how to do budgeting, 2. how to realign a budget, 3. how to reinvest, and 4. how to reallocate a budget.

ADT – Campus Security Audits
The ADT representatives who attended the meeting offered the following suggestions for the campuses to focus on as a means to increase campus security:

·        Decrease access to campus buildings.
·        Campuses should review the proposals on a routine basis.
·        Campuses should involve the local law enforcement agencies for them to learn how the campuses function.  Local law enforcement agencies can give recommendations on how to respond to a crisis.
·        There should be a continuous assessment of campus security.

Each campus should develop a security plan which is due to UORC at the end of the Winter quarter.

Central Pot-OTO
Formula will be developed for allocating funds.  One recommendation suggested that half of the Central Pot be given across-the-board to the campuses, and the remaining half be distributed to the campuses on a percentage basis depending upon the contribution to the surplus.  This will be more discussion in the future.

Eastern Update
The Eastern Campus requested a one-time allocation from the Office of University Outreach and Regional Campuses to focus on the increase in student enrollment.  The resources will be utilized to focus on four specific areas: 1. increase and implement the comprehensive marketing and enrollment management plans that have been developed on the Eastern Campus; 2. increase the recruitment strategies that have been initiated to increase student enrollment; 3. renovate the existing classrooms; and 4. equip the classrooms and laboratories with current technology to improve the educational environment.  The Deans agreed to the allocation.
